Call for Offers - Due July 18, 2024: New Redevelopment Opportunity in the Heart of the New Hampshire Lakes Region
CBRE Inc., (CBRE) on behalf of the New Hampshire Department of Administrative Services (DAS, or “the State”), is pleased to release this Call for Offers to purchase the fee simple interest in the Lakes Region Facility campus property in Laconia, NH (the “Property”). All offers should be submitted per the instructions below by 3:00pm EDT on July 18, 2024.

Submission Considerations
The Property includes approximately 217 acres of land; approximately 31 buildings and other structures; roadways, utilities infrastructure, and various other improvements; 2 off-site sewer mains that serve the land being sold and appurtenant easements on abutting State land to accommodate them; an off-site water pump station located across Route 106 to the south from the land being sold, which serves the land being sold, and an appurtenant easement to accommodate it; and community membership in the Winnipesaukee River Basin Program, which is the State-operated sewer and wastewater treatment system serving the New Hampshire Lakes Region. The Property is being sold as-is, in its current condition, with all faults.
Offerors should present their offers in the form of a proposed draft purchase and sale agreement which includes proposed transaction terms regarding price, deposit, due diligence, and preconditions for closing. Offer submissions should also include a narrative statement describing the purchaser’s development vision for the property that outlines anticipated uses and development density. Additional considerations include the purchaser’s experience and past performance as well as financial capability, as demonstrated by the purchaser.
The State will carefully review offer submissions for comprehensiveness and credibility. Competitive and attractive offer submissions that realistically contemplate closing before the end of calendar year 2024 will be viewed positively by the State.
DAS may seek to engage directly with one or more interested parties for further discussion of their submitted offers, qualifications, financial capability, and development visions for the Property.
DAS reserves the right to accept (or reject) any or all offers and to terminate the marketing of the Property at any time.
Clarifications & Additional Information
Existing Access & Easements
There is a long-established existing public winter recreational trail that crosses the Property in two places on its way to and from a loop through abutting Ahern State Park. This seasonal trail is managed by the State, maintained by a local snowmobile club under State oversight, and popular with both local and out-of-state snowmobile riders and non-motorized winter recreationalists such as cross-country skiers and dog sledders when there is sufficient snowpack during the winter months for the trail to be opened. It also provides the only alternative public land access to Ahern State Park other than Ahern Park Road. Offerors should clearly specify their proposed intentions or preferences regarding this existing public trail as part of their offer documentation. The State is willing to consider any and all proposals regarding this public trail. A map of this trail will be provided in the Virtual Deal Room.
Primary access to abutting Ahern State Park is currently via Ahern Park Road, a portion of which crosses the Property being sold. Ahern Park Road provides the only vehicular and year-round public land access to Ahern State Park. A perpetual public vehicular access easement for Ahern Park Road will be reserved across the Property by the State in the current location of the existing roadway across the Property unless the offeror makes a credible proposal to establish alternative direct public vehicular access to Ahern State Park of quality equal to or greater than existing Ahern Park Road at no cost to the State.
Leaseback
The State will require a 2-3 year leaseback of the Dwinell building on the Property, which currently houses one of the State of New Hampshire’s redundant e-911 call centers and also a regional municipal mutual fire aid association dispatch center. A copy of the lease agreement to be used by the State for the leaseback of the Dwinell building has been added to the Virtual Deal Room.
Entitlements
Entitlements and permitting for future uses on the property will be governed by the City of Laconia, NH, which has indicated its interest in beneficial development on the property. If interested parties have not already met with the City, the CBRE-Boulos team is available to facilitate these discussions. Permitting for future sewer systems, wetlands impacts, and significant alteration of terrain will be governed by the New Hampshire Department of Environmental Services.

Guided site visits may be scheduled with the DAS Real Property Asset Manager in advance on Tuesdays or Thursdays, as available, during the call for offers period. Please reach out to the CBRE-Boulos team to request a site visit at least three (3) business days in advance.

Ideally located in between Lake Winnisquam (pictured) and Opechee Bay, the Property is also very close to "the Grande Dame" of New Hampshire’s Lakes Region, Lake Winnipesaukee, a year-round vacation destination that offers beaches, swimming, and every imaginable water sport, including ice fishing in the winter. When the winter snows arrive, the area draws cross-country skiers and snowmobilers.

True redevelopment opportunity
